On 16 July 2021, H.E. Mr. Oum Sarith, Secretary General of the Senate, H.E. Mr. Leng Peng Long, Secretary General of the National Assembly, and Mr. Kim-Yeat Dararith, Executive Director of the Parliamentary Center of Asia (PCAsia), signed a Memorandum of Understanding (MoU) between the General Secretariats of the Senate and of the National Assembly of the Kingdom of Cambodia and PCAsia. The purpose of the MoU is to strengthen a cooperation framework for skill and capacity development of Cambodian parliamentary staff and the implementation of other activities for exchanging best practices and experience among parliaments in the region and beyond with a goal of further promoting parliamentary functions.
The signing of this MoU aims to build an official cooperation framework for partnership between the Cambodian Parliament and PCAsia in jointly organizing training programs to strengthen capacity of the staff of both Secretariats for skills of great necessity to the Parliament, including Parliamentary Research, Training of Trainers, Fiscal Analysis, Parliamentary Diplomacy, Parliamentary Communication, Legal Drafting Techniques, Parliamentary Committee Work, and other relevant parliamentary skills, as well as in jointly supporting the organization of forums and seminars on topics requested by the Parliament.
During the Signing Ceremony, H.E Mr. Oum Sarith, Secretary General of the Senate, and H.E. Mr. Leng Peng Long, Secretary General of the National Assembly, expressed on behalf of their Secretariats their sincere thanks to the Parliamentary Institute of Cambodia (PIC) for its contribution to the support of training and development of the human resources of the Cambodian Parliament and parliaments in the region. Both Secretary Generals also expressed their congratulations on the transition of PIC to PCAsia to further contribute to supporting capacity enhancement of the Cambodian and regional parliamentary staff. The General Secretariats of both chambers shared their hope that this MoU will allow the Cambodian Parliament to continue to enhance and expand its cooperation with PCAsia in developing the skills and capacity of Cambodian parliamentary staff and in the implementation of other activities in exchanging good practices and experience among parliaments in the region and beyond.
On the occasion, PCAsia Executive Director Mr. Kim-Yeat Dararith highlighted the commitment of PCAsia to contribute towards supporting the development of human resources of the Cambodian Parliament and expressed his sincere thanks to the Cambodian Parliament for their support and continued cooperation with PCAsia. He elaborate on how the past successes and achievements of PIC, as well as the transition of the institute from the national to the regional level, are attributed to the support from the Cambodian Parliament and the General Secretariats of both chambers, along with Member Parliaments of AIPA and the support from its development partners.
