Atlas Series

The “Atlas of Parliamentary Diplomacy 2024” aims to provide perspectives and information in support of the 45th AIPA General Assembly, being offered under the chairmanship of the National Assembly of Lao PDR. With the specific objectives of informing those working in preparation of the General Assembly and in raising overall awareness of the meeting’s theme of “The Role of Parliaments in Enhancing Connectivity and Inclusive Growth of ASEAN”, the Atlas chapters include articles and maps on (1) ASEAN Connectivity, (2) Inclusive Growth, and (3) The Role of AIPA and Its Member Parliaments.

It can also be noted that Chapter 1 on ASEAN Connectivity, with texts on Road and Rail Connectivity, Electricity Network Connectivity, and Internet Cable System Connectivity, includes texts produced by participants from the PCAsia Programme on Parliamentary Diplomacy, who wrote memos on the topics during their training.

កិច្ចប្រជុំភាពជាដៃគូសភាអាស៊ីអឺរ៉ុបលើកទី១១ (ASEP 11) គឺជាឱកាសសម្រាប់សភាបុរេសកម្ម សភាពីបណ្តាទ្វីបទាំងពីរ ក្នុងការលើកឡើងពីទស្សនៈរបស់ខ្លួន និងទស្សនៈរបស់ប្រជាជនដែលខ្លួន តំណាងទៅកាន់កិច្ចពិភាក្សា អន្តរជាតិ ស្តីពីបញ្ហាបន្ទាន់ៗនាពេលបច្ចុប្បន្ន។ ប្រព្រឹត្តិឡើងក្នុងបរិបទដែលពិភពលោក កំពុងរងការគំរាមកំហែងយ៉ាងធ្ងន់ធ្ងរ ពីវិបត្តិកូវីដ១៩ កិច្ចប្រជុំ ASEP តាមប្រព័ន្ធ អឺនធឺណិត ដំបូងបង្អស់នេះនឹងពិភាក្សាបញ្ហាប្រឈមឆ្លងដែនដែលអាចត្រូវបាន ដោះស្រាយរួមគ្នាតាមរយៈការប្រើប្រាស់អភិក្រមពហុភាគី។ តាមរយៈការប្រើ ប្រាស់មធ្យោបាយនានានៃការទូតសភា សមាជិកសភាដែលមានវត្តមានក្នុងកិច្ច ប្រជុំនេះនឹងធ្វើការរួមគ្នាជាមួយសមភាគីអន្តរជាតិរបស់ខ្លួនក្នុងការផ្តល់នូវ អនុសាសន៍ជាក់ស្តែងជូនដល់ភាគីនានាក្នុងកិច្ចប្រជុំ ASEM នៅពេលបន្ទាប់។

The Eleventh Asia-Europe Parliamentary Partnership meeting (ASEP 11) is an opportunity for proactive parliaments from each continent to introduce their views, and the views of their respective constituencies, into the international discussion on some of today’s most pressing issues. Taking place in a world heavily impacted by the COVID-19 pandemic, the first of its kind online ASEP meeting will discuss transnational challenges that can only be overcome together, using a multilateral approach. Utilizing the tools of parliamentary diplomacy, participating parliamentarians will work together with their international peers to o†er concrete recommendations to those at the ASEM meeting to follow.

Building on the legitimacy of Parliaments, such suggestions can help to reduce the democratic deficit in decisions made in international forums, and bring a welcome dose of reality to the new globalized world. Contributing to these discussions, this Proactive Parliamentary Diplomacy ASEP 11 Special Edition presents a variety of individual perspectives from experts and citizens from both Asia and Europe on the issues aff†ecting the people and Parliaments on both continents. Readers can reflect upon these perspectives when discussing legislation and government action intended to address some of today’s most pressing issues.

This Atlas is a unique tool for understanding the concrete regional, transnational and global issues that national Parliaments have to overcome together in order to increase mutual understanding between countries so they can face shared challenges. Part One presents a variety of individual perspectives from experts and citizens from both Asia and Europe on the common issues a­ecting the people and Parliaments on both continents. Readers can reflect upon these perspectives when discussing legislation and government action intended to address today’s most pressing issues. Part Two takes a closer look at the developing role, mechanisms and issues affecting Parliaments and interparliamentary associations in Southeast Asia, especially those among AIPA Member States.

This book provides a geopolitical portrait of Cambodia. Its scientific choice is to focus exclusively on the facts and to identify Cambodia’s assets – not just at the national level, but also at the regional level Southeast Asia and ASEAN), at the continental level (Asia) and in the wider world. In this way this atlas aims to act as a practical tool to serve the people of Cambodia and its friends.
