Fiscal and economic analysis

Fiscal analysis is important to provide independent, non-partisan and reliable information to parliaments on different aspects of the state budget throughout the full budget cycle. However, the capacity to perform this type of research and analysis is currently limited in developing ASEAN Member States. To contribute to addressing this gap, and to answer the request for support in fiscal analysis capacity development raised during its recent studies on parliamentary needs, PCAsia is offering the Fiscal Analysis Capacity Training (FACT) programme to the staff of interested AIPA Member Parliaments.

Training programme

The PCAsia-FACT programme aims to improve participating Parliaments’ capacity to perform their role of state budget oversight, leading to more informed decisions on budget allocation and fostering a clearer understanding of budget policy impacts. More specifically, the objective of FACT is to improvethe capacity of parliamentary staff in performing fiscal analysis related tasks to support their parliaments. The programme will provide parliamentary staff with the concepts and principles of the national budgeting process and monitoring used in the parliamentary context. Participants will acquire the knowledge to produce reference information on budget analysis and fiscal issues to assist parliamentarians in reviewing national finance and appropriations bills and making responsive budget legislation and policies. The capacity building will utilise a learning-by-doing approach.

Technical support

In addition, PCAsia-FACT continues to contribute technical support to the Cambodian Senate’s Budget Research Department, a newly established department comprised of staff who completed their training with the PIC-FACT programme in 2019.

Dr KEM SOTHORN
SENIOR INSTRUCTOR

PhD graduate from the School of Agriculture and Food Sciences – The university of Queensland, Australia; Master Degree in Agricultural Systems – Asian Institute of Technologies – Thailand and Bachelor of Agronomy from Royal University of Agriculture – Cambodia. Previous work experiences include (1) Senior researcher for Center for Policy Studies (CPS), (2) Regional Rubber Supply Chain Advisor for WWF-Greater Mekong; (3) Senior Instructor for Parliamentary Institute of Cambodia (PIC), (4) Researcher for Cambodia Development Resources Institute (CDRI) and (5) lecturer at Department of Economic Development – the Royal University of Phnom Penh.
