Training of Trainers Programme on Writing Briefing Notes for Decision Making
The Training of Trainers Program on Writing Briefing Notes is specifically designed to scale up knowledge and skills in writing briefing notes for parliamentary decision-making. This program aims to equip regional parliamentary staff with the necessary expertise to serve parliamentarians effectively and to transfer this knowledge to their colleagues in their own languages. It will focus on practical skills for developing pedagogical research methods in planning, teaching, evaluating, coaching, and assessing the learning outcomes of on-the-job training.
OBJECTIVES
Upon completion of the Training of Trainers Program, parliamentary staff will be proficient in designing and conducting training or coaching sessions tailored to members of parliamentary staff within their respective countries and using their national languages. Specifically, they will be able to:
- Reflect on professional experience to identify key individual, institutional, and national pedagogic opportunities and challenges in developing briefing notes or objective, impartial, balance, critically analyzed, and factual based information for parliament decision-making.
- Draw on relevant pedagogic insights to support opportunities for capacity development and identify strategic responses to challenges and plan effective pedagogic approaches in assisting their peer to produce briefing notes or policy information for decision making to support legislative, representative, and oversight functions of the parliament.
- Demonstrate application of understanding of issues around creating inclusive learning environments for diverse participants including in terms of gender, ethnicity, and disability.
- Work collaboratively with others focusing on pedagogic issues, demonstrating understanding and ability to cascade and sustain change by leading others institutionally.
Delivery timeline and venue
This training will be conducted in hybrid mode and delivered in English for over two months from 18 November 2024 to 07 February 2025 in online mode for Phases I and II and face-to-face mode for all trainees in Phnom Penh, Cambodia.

Face to Face and Hybrid Mode of Instruction in Cambodia
- 16 August to 31 October 2024: Administrative Process of Recruitment of Participants
- The training sessions will be held in the afternoon from 1:30 pm to 4:30 pm, in a hybrid format—both face-to-face in Cambodia and online for participants from Thailand and Lao PDR from 18 November – 11 December 2024
- Writing Briefing Notes with Online Coaching and Mentoring, December 11–31, 2024, at a mutually agreed time between the PCAsia instructor and trainee.
- The pedagogy course will be conducted as a full-day, face-to-face session in Phnom Penh from 6-10 Jan and followed by online sessions in developing portfolio from 17 Jan to 07 February 2025.
