Introductory Course Syllabus “Parliamentary Approaches to Gender Equality” (PAGE)

The PCAsia Gender Equality-Human Rights-Based Approach (GE-HRBA) programme will deliver the PAGE training designed to provide trainees with necessary knowledge on the human rights-based approach (HRBA) and gender mainstreaming in AIPA Member Parliaments. The programme is scheduled from 24 to 28 of April (1 week). The first week is classroom sessions of 6 hours per day (in the morning from 8.00 am to 11.00 am and in the afternoon from 2.00 pm to 5.00 pm). The second and third weeks will be mentoring & coaching from the instructors (Dr. Lison Guignard and Ms. Keothyda Kem).The presentation of the memo is tentatively scheduled for 22 May 2023.

This training consists of five classroom training modules on

  • Introduction to gender-sensitive and inclusive Parliaments
  • Introduction to the tools for the integration of the human rights-based approach and gender mainstreaming in parliamentary research
  • Promoting gender equality outcomes in Parliaments
  • Gender in parliamentary diplomacy
  • Parliamentary methods and role in empowering women and girls and implementing the Sustainable Development Goals (SDG)

In the morning, the instruction will be face-to-face. In the afternoon, cases studies and practical exercises on themes related to the morning sessions, followed by interactive discussions, will be delivered by PCAsia staff. The course provides a balance between theory and practical skills useful for parliamentary staff from across AIPA Member Parliaments working in areas relating to gender equality. It is designed for parliamentary staff who wish to obtain necessary information on HRBA and gender mainstreaming methodologies, an understanding of the terminology and the way they can be integrated into parliamentary work.
