PARLIAMENTARY CENTRE OF ASIA

The Parliamentary Centre of Asia (PCAsia) is an independent, non-partisan institute dedicated to supporting ASEAN parliaments through tailored capacity development, dialogue platforms, and evidence-based research. PCAsia promotes good parliamentary practice and regional cooperation on shared challenges such as climate change, gender equality, and inclusive economic growth. Through partnerships with ASEAN parliaments, AIPA, and development partners, PCAsia strengthens parliamentary performance by connecting parliaments together and with citizens, contributing to responsive and accountable governance across the region.

BACKGROUND

The Programme on Parliamentary Work 2025 is jointly organised by PCAsia and the French Parliament, with support from the AssemblĂ©e parlementaire de la Francophonie (APF) and other partners. It will be held from 16–21 December 2025 in Phnom Penh, Cambodia, using a hybrid delivery model that combines in-person and online participation.

Building on previous programmes on Parliamentary Responsibilities, this edition focuses on the practical aspects of legislative analysis—strengthening parliamentary staff capacity to prepare clear, high-quality legislative review notes for Members of Parliament. The training will gather participants from AIPA Member Parliaments, including those from Cambodia, Lao PDR, Vietnam, and Thailand, supported by APF and other regional partners.

The Coordinator will play a key role in ensuring the programme’s smooth implementation—liaising with partners, managing logistics, and coordinating directly with the Lao National Assembly regarding its nominated participants and their participation in Phnom Penh.

POSITION DESCRIPTION

The coordinator will undertake partner and participant coordination for the 2025 Programme on Parliamentary Work. This includes liaising with parliamentary focal points, ensuring the timely nomination and participation of delegates—particularly from the Lao National Assembly—and maintaining close communication with APF and other institutional partners.

The coordinator will ensure that partner engagement, documentation, and communications are effectively managed, while working with the Operations team to support smooth logistical execution before and during the event.

MAIN TASKS AND RESPONSIBILITIES / SCOPE OF WORK

A. Coordination with Partners and Participants

  • Serve as coordination point between PCAsia and participating parliamentary institutions
  • Maintain clear communication with focal points from Cambodia, Vietnam, and Thailand regarding participation and programme documentation
  • Liaise directly with the Lao National Assembly on participant nomination, travel arrangements, and participation in the Phnom Penh programme
  • Support the preparation and circulation of official correspondence, invitations, and background materials

B. Programme Coordination and Support

  • Liaise with the Operations Department to logistical arrangements for the event
  • Monitor preparation timelines to ensure readiness of all programme components, including hybrid delivery coordination
  • Support coordination between PCAsia departments and partner institutions before and during the event
  • Assist in documenting coordination procedures and lessons learned to inform future parliamentary cooperation activities

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

Essential

  • Bachelor’s degree in political science, public administration, international relations, or related field
  • Minimum 5 years of relevant experience in coordination, programme management, or liaising within an international or parliamentary setting
  • Demonstrated experience working with ASEAN parliaments or government institutions, preferably including the Lao National Assembly
  • Excellent organizational and communication skills, with the ability to manage multiple priorities efficiently
  • Fluency in English required; proficiency in French and/or Lao is an advantage
  • Strong intercultural awareness and ability to work effectively with diverse partners and teams
  • Familiarity with hybrid event coordination and collaborative digital tools (Zoom, Google Workspace, etc.)

DURATION OF CONSULTANCY WORK

The consultancy will run from 15 November to 31 December 2025, with final deliverables submitted by 31 December 2025.
