PARLIAMENTARY CENTRE OF ASIA

The Parliamentary Centre of Asia (PCAsia) is an independent, non-partisan institute dedicated to supporting ASEAN parliaments through tailored capacity development, dialogue platforms, and evidence-based research. PCAsia promotes good parliamentary practice and regional cooperation on shared challenges such as climate change, gender equality, and inclusive economic growth. Through partnerships with ASEAN parliaments, AIPA, and development partners, PCAsia strengthens parliamentary performance by connecting parliaments together and with citizens, contributing to responsive and accountable governance across the region.

BACKGROUND

Across Southeast Asia, parliaments are increasingly engaged in parliamentary diplomacy—facilitating dialogue, negotiation, mediation, and reconciliation to address regional challenges and strengthen cooperation. These efforts complement executive diplomacy, while bringing democratic legitimacy through inclusive and representative processes.

PCAsia’s work on Mediation and Negotiation Techniques, undertaken within the broader Parliamentary Diplomacy Programme (PDP), aims to equip parliaments with analytical and practical tools to support confidence-building, conflict prevention, and regional solidarity. To contribute to these efforts, PCAsia is seeking a consultant who can support research, training, and coordination across a range of activities related to mediation, negotiation, and parliamentary diplomacy.

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the Consultant will provide technical expertise, research, training delivery, and activity coordination to support PCAsia’s Francophone and regional parliamentary diplomacy initiatives. This may include preparing knowledge products, delivering training sessions, contributing to dialogue platforms, and supporting the development of future programme activities.

The consultant’s work will contribute to strengthening parliamentary understanding and practice in mediation, negotiation, and reconciliation, drawing from both Southeast Asian experiences and relevant Francophone/global comparative insights.

MAIN TASKS AND RESPONSIBILITIES / SCOPE OF WORK

A. Research and Knowledge Development

  • Review relevant conceptual and practical frameworks for parliamentary diplomacy, mediation, negotiation, and dialogue
  • Analyse Southeast Asian, Francophone, and global experiences, drawing cross-regional lessons
  • Identify opportunities, challenges, and good practices for parliamentary engagement in confidence-building and cooperative diplomacy

B. Capacity Development

  • Contribute to the design and delivery of training modules, workshops, or presentations for MPs and parliamentary staff
  • Develop or adapt practical exercises, case examples, and guidance notes
  • Support PCAsia in facilitating exchanges and peer-learning sessions on mediation and negotiation

C. Coordination and Advisory Support

  • Work with PCAsia’s Capacity Development Department to shape activity plans and content
  • Participate in preparatory meetings with partners, resource persons, or parliamentary counterparts
  • Provide advisory input on integrating mediation, negotiation, and diplomacy themes across PCAsia initiatives

DELIVERABLES

  • Research products on parliamentary diplomacy themes upon request
  • Training materials, slides, exercises, or facilitator notes
  • Summary presentations or communication product for dissemination
  • Activity reports or consolidated documentation of work completed

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

Essential

  • Advanced university degree in international relations, political science, law, or public policy
  • At least 5 years of professional experience in governance, parliamentary affairs, or international cooperation
  • Strong analytical and writing skills demonstrated through research papers, policy briefs, or publications
  • Experience in capacity-building and programme design within multicultural and inter-institutional settings
  • Excellent communication and presentation skills in French and English (bilingual proficiency preferred)
  • Ability to deliver high-quality outputs independently within tight timelines
  • Ability to work independently while collaborating effectively with multidisciplinary teams

DURATION OF CONSULTANCY WORK

The consultancy will run from 30 October to 31 December 2025, with final deliverables submitted by 31 December 2025.
