PCAsia is seeking an active and motivated candidate to fill the position of Pedagoical Training Consultant with a high profile and dynamic organization.
PARLIAMENTARY CENTRE OF ASIA
The Parliamentary Centre of Asia (PCAsia), established in early 2021 in Phnom Penh, is the successor of the Parliamentary Institute of Cambodia (PIC) founded in 2011, a transition that reflects an expansion of activities with Parliaments across Southeast Asia. The mandate of PCAsia is therefore to contribute to the strengthening of Southeast Asian Parliaments through capacity building of their staff, based on the demands or requests of each Parliament within a framework of south-south and north-south cooperation. It draws on the expertise of national, regional, and international partners (Parliaments and research centres).
ROLE OF DEPARTMENT
The primary objective of PCAsia is to enhance the capabilities of AIPA Parliamentary personnel, with the Capacity Development (CD) department bearing primary responsibility for this task. One of PCAsia’s main capacity-building initiatives is Parliamentary Research Training (PRT), which is intended to give parliamentary staff members the research abilities they need to provide parliamentarians with up-to-date, factual information that effectively supports the legislative, oversight, and representative functions of parliament. With the long-term objective of preparing independent parliamentary researchers, this program has given participants practical research knowledge and abilities via a “learning by doing” approach, which is a crucial part of PCAsia’s present pedagogical technique.
The PCASia has launched the Training of Trainer Program on Parliamentary Research to increase the number of people who are proficient in parliamentary research. It is anticipated that those trained in this program will pass on the knowledge and skills they have gained to their peers, enabling them to provide reliable and up-to-date data for policymaking in their native tongue.
POSITION DESCRIPTION
The pedagogy training consultant will work closely with the director of the capacity building department to design the pedagogy course; and offer the trainees the pedagogical knowledge and skills to design a training portfolio and deliver the training on parliamentary research to their respective colleagues using their national language for the training. The training will be offered in December 2023 and November/December 2024 for 11 days each. The consultant is also expected to provide feedback on the training portfolio of each trainee and attend a feedback workshop at the end of each training program.
EXPECTED DELIVERABLES/OUTPUTS
Three main deliverable outputs for this consultant to be submitted to PCAsia include:
- Pedagogy Skill-Based Training Planning and teaching materials
- Delivery of the training course to 15 trainees
- Assessment of the learning outcome of each trainee

Essential
- Master’s degree from a recognized institute; qualifications in pedagogy, public policy, political science, or related fields preferred.
- A minimum of five years of professional training or teaching experience.
- Experience in designing and administering training courses following learning methodology, developing training material, and assessing the progress of students.
- Proven ability to produce and oversee high-quality research work.
- A strong understanding of the role and functions of parliament in the democratic system of ASEAN.
- Ability to demonstrate flexibility and resourcefulness; and to work under pressure to deliver results under tight deadlines.
- Strong interpersonal skills and experience of functioning effectively in a team environment.
- Fluency in spoken and written English.
Desirable
- Experience working in a parliamentary environment and delivering training to parliamentary staff.
- English language skills.
