Peace-building and public safety through Parliaments

In an era dominated by the globalisation of different sectors, peace, security and public safety are priorities for national, regional, and international agendas.  Parliaments have an important role to play in helping to foster security and safety through their constitutional functions of legislation, representation and oversight, as well as through inter-party discussions and debates, national budgeting, and local and international forums.

Drawing on local, regional and international expertise, the theme is specially designed to introduce trainees from participating Parliaments in the region to relevant concepts, practical approaches and mechanisms.  These include an overview of the contemporary regional security environment and architecture, an examination of the main features of peacebuilding and public safety advancement, and potential actors involved, with a focus on parliaments and related organizations such as AIPA and ASEAN, inter-parliamentary assemblies and the United Nations.

The goal is to contribute to improving the capacity of parliamentary staff to work with their respective Members of Parliament (MPs) and parliamentary institutions on topics related to peace, security, gender and human rights, and national safety to further contribute to the parliamentary roles in peacebuilding at the local and regional levels.

Geographer, diplomat, former ambassador, and more recently European Commission advisor on South Asia and Southeast Asia integration, he presently holds the chair of Applied Geopolitics at the College of World Studies (FMSH, Paris).

Mr HENG Sonya
INSTRUCTOR

He holds Master of Science in Strategic Studies and Specialized Certificate in Terrorism Studies from RSIS, NTU, Singapore. He was a lecturer of Southeast Asian Politics, Institutions in Asia Pacific, and Critical Thinking at the Institute for International Studies and Public Policy, Royal University of Phnom Penh.
