A certificate presentation ceremony for graduating trainees took place on Friday 8 December 2017 at the Senate of Cambodia. Organized by the General Secretariat of the Senate and the Parliamentary Institute of Cambodia, it involved 26 trainees who had successfully completed the course on ‘writing analytical reports for forums or public consultations’. It ran from 20 November to 7 December 2017.
Miss Cheang Kem, who was among the successful trainees, highlighted the new skills she had learned. These covered questions to be addressed about the organization of a forum and the issues to be discussed during such an event, as well as providing a matrix of issues to provide direction and concise components for analysis to be included in the reports.
Mr. Khut Inserey, Director of PIC Outreach, who was the trainer, talked about the background to the training, which is among the topics in PIC’s Parliamentary Communications curriculum. He provided a summary of the objectives and content covering the methodology involved in analytical report writing and best practices for use in capturing results and outcomes. Keeping track of issues raised during the Public Consultation and progress in respect of resolutions subsequently supplied by competent authorities was a further topic. Mr Khut Inserey concluded by thanking the Secretary General of the Senate for his ongoing support and cooperation in PIC’s activities to strengthen the capacity of Parliamentary staff.
In his congratulatory speech, HE Mr Oum Sarith, the Secretary General of the Senate, said that minute takers or reporters play important roles in providing analysis of the event organization and content discussion in the reports they write. Weighing up the issues raised by citizens and recording precise facts which get to the root of the issues provide Members of Parliament with the information they need to find timely solutions and interventions to resolve issues that are raised, he said. This will, in turn, support them in fulfilling their parliamentary functions of representation, legislation and oversight. Finally, he urged the staff to constantly apply the analytical skills they had learned when they write reports about all future forums.
