Training of Trainers on Parliamentary Research (ToTPPR): Overview
PCAsia is preparing a training of trainers programme on Parliamentary Research (ToTPPR), 2nd intake, which will be delivered in hybrid mode in Cambodia and Lao PDR for four and a half months from 4 December 2023 to 5 April 2024. This programme will be delivered in a face-to-face mode for the first phase from 4-19 December 2023 for parliamentary staff from three MoU partner parliaments, consisting of Cambodia, Lao PDR, and Thailand.
Programme Objectives:
Trainees will learn to apply parliamentary research knowledge and skills to produce a fact-based and unbiased concept note and briefing note for policymaking to support the three functions of parliaments.
Trainees also learn how to analyze and provide analytical information on gender equality and environmental sustainability, if necessary, in their concept and briefing notes.
Through active participation, the trainees also learn pedagogical skills to design a training plan and deliver the training parliamentary research or coach their respective colleagues to produce briefing notes in their national language.
This training programme will initially target a maximum of 15 trainees who are parliamentary staff from the National Assembly and the Senate of Cambodia, the National Assembly of Lao PDR, and the House of Representatives and the Senate of Thailand.
This programme will be conducted in English and divided into six phases:
Phase 1: Foundation of Parliamentary Research (face-to-face in Cambodia)
Phase 2: Sharing Experience (02-04 p.m.) (via Zoom)
Phase 3: Practical Session: Briefing Note Writing (Remote mentoring and coaching)
Phase 4: ToT (Pedagogy) Skill Training (face-to-face in Laos, tbc)
Phase 5: Development of teaching plan (remote mentoring and coaching)
Phase 6: Finalization of teaching plan and Certificate Handover (Face-to-Face in Cambodia)
Learning Output
Each trainee will be encouraged to submit a 3-page briefing note and a teaching plan and present their teaching plan to the PCAsia instructors and the representatives from their respective parliaments for certification.
