Parliamentary Liaison and Coordinator Position

The Parliamentary Centre of Asia (PCAsia) is an independent, non-partisan institute dedicated to supporting ASEAN parliaments through tailored capacity development, dialogue platforms, and evidence-based research. PCAsia promotes good parliamentary practice and regional cooperation on shared challenges such as climate change, gender equality, and inclusive economic growth. Through partnerships with ASEAN parliaments, AIPA, and development partners, PCAsia strengthens parliamentary performance by connecting parliaments together and with citizens, contributing to responsive and accountable governance across the region.

PROJECT CONTEXT AND BACKGROUND

This consultancy includes work under the “Strengthening Parliamentary Foundations” project implemented with support from Citizen Engagement for Good Governance, Accountability and the Rule of Law (CEGGA) project. PCAsia’s project intervention responds to high turnover in the Lao National Assembly and the resulting need for structured induction support for new MPs. The Institute of Legislative Studies (ILS) and Provincial People’s Assemblies (PPAs) have requested targeted assistance to develop a concise, practical Introductory Toolkit for new MPs, covering essential parliamentary functions, procedures, committee roles, and constituency engagement.

With this and related work of PCAsia, the Parliamentary Liaison and Coordinator will provide structured support in communicating with focal points, arranging meetings, facilitating follow-up actions, and ensuring clarity and consistency across PCAsia’s engagements with parliamentary stakeholders.

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the Parliamentary Liaison and Coordinator will serve as PCAsia’s point of operational communication with designated parliamentary contacts. The consultant will support coordination of agendas, logistics, follow-up actions, and information flow related to PCAsia’s parliamentary activities during the consultancy period.

MAIN TASKS AND RESPONSIBILITIES

A. Parliamentary Liaison and Coordination

  • Maintain regular communication with parliamentary focal points, including designated offices and committees
  • Coordinate meeting requests, schedules, agendas, and follow-up actions
  • Facilitate smooth information flow between PCAsia and parliamentary counterparts
  • Ensure timely circulation of documents, briefs, meeting notes, and updates
  • Support preparation of staff and MPs’ participation in PCAsia activities, workshops, or consultations

B. Support to PCAsia Activities in Indonesia and AIPA

  • Coordinate logistics, communication, and scheduling related to PCAsia’s parliamentary engagements
  • Assist in planning and coordination for parliamentary participation in project-related trainings, workshops and consultations
  • Liaise with parliamentary officials regarding participation, contributions, information exchange, or follow-up items
  • Track progress of planned parliamentary inputs and identify points requiring PCAsia attention

C. Documentation and Reporting

  • Prepare short coordination summaries and meeting notes as required
  • Document key decisions, follow-up commitments, and pending issues
  • Maintain updated records of parliamentary contacts, communications, and activity timelines

DELIVERABLES

  • Participation in regular coordination meetings with PCAsia
  • Timely and accurate meeting notes and coordination summaries
  • Smooth facilitation of communication with parliamentary counterparts
  • Data and input related to end-of-project summary report with recommended next steps

TIMELINE

15 December 2025 – 15 July 2026 (7 months)

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Minimum 3–5 years of experience in parliamentary coordination, public-sector liaison, or project coordination
  • Proven ability to communicate professionally with parliamentary or government institutions
  • Experience in organising meetings, managing schedules, and supporting multi-stakeholder processes
  • Strong interpersonal and cross-cultural communication skills
  • Ability to work independently, meet deadlines, and produce clear documentation
  • Knowledge of ASEAN parliamentary contexts is an advantage
  • Strong English communication skills; knowledge of Lao language is a strong asset
