The Parliamentary Centre of Asia (PCAsia) is an independent, non-partisan institute dedicated to supporting ASEAN parliaments through tailored capacity development, dialogue platforms, and evidence-based research. PCAsia promotes good parliamentary practice and regional cooperation on shared challenges such as climate change, gender equality, and inclusive economic growth. Through partnerships with ASEAN parliaments, AIPA, and development partners, PCAsia strengthens parliamentary performance by connecting parliaments together and with citizens, contributing to responsive and accountable governance across the region.

BACKGROUND OF FUND RAISING MAPPING AND STRATEGIC

PCAsia is implementing the multi-country project “Parliaments Strengthening Forest Governance through Consensus-Based Approaches” under the UK’s Forest Governance, Markets and Climate Programme, Phase 2 (FGMC2). The project supports parliaments in Indonesia and Viet Nam to strengthen their oversight, consultation, and evidence-based engagement on forest governance issues through consensus-driven, multi-stakeholder approaches.

In Indonesia, PCAsia works with its MoU partner, the Parliamentary Expertise Agency (BKD) of the Secretariat General of the House of Representatives (DPR RI), as well as relevant parliamentary commissions and staff. Regionally, the project also engages the ASEAN Inter-Parliamentary Assembly (AIPA) and the AIPA Secretariat to reinforce parliamentary cooperation and support cross-country exchange.

To ensure effective implementation of these activities, PCAsia seeks a consultant who will serve as the focal point for parliamentary liaison and coordination with both DPR RI (and its Secretariat) and the AIPA Secretariat.

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the Parliamentary Liaison and Coordinator will serve as PCAsia’s point of operational communication with designated parliamentary contacts. The consultant will support coordination of agendas, logistics, follow-up actions, and information flow related to PCAsia’s parliamentary activities during the consultancy period.

MAIN TASKS AND RESPONSIBILITIES / SCOPE OF WORK

The Consultant assists the Executive Director and Capacity Development Director to conduct parliamentary liaison and coordination in support of FGMC2 project implementation, as follows:

  • Maintain productive communication with DPR RI focal points, including the Parliamentary Expertise Agency (BKD) and relevant Commissions
  • Coordinate meetings, consultations, and follow-up with Indonesian parliamentary counterparts to support PCAsia activities
  • Support scheduling, planning, and delivery of the Parliamentary–Multi-Stakeholder Workshop and other FGMC2 activities in Indonesia
  • Liaise with the AIPA Secretariat on related participation, coordination, and follow-up
  • Ensure timely circulation of agendas, documents, and updates between PCAsia, DPR RI, and the AIPA Secretariat
  • Prepare short meeting notes and coordination summaries as required
  • Provide logistical and communication support for engagements with DPR RI and AIPA counterparts

  • Facilitate smooth information flow between PCAsia and parliamentary counterparts
  • Ensure timely circulation of documents, briefs, meeting notes, and updates

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

Essential

  • Master’s Degree or higher from a recognised university in law, public administration, political science, economics, public finance, or a related field
  • Demonstrated experience working with Indonesian parliamentary institutions, including DPR RI, BKD, relevant Commissions, or Secretariat General units
  • At least 5 years’ experience supporting legislatures or governance institutions in Indonesia or the ASEAN region
  • Strong familiarity with Indonesian political and administrative systems, including parliamentary procedures, decision-making processes, and key oversight functions
  • Proven ability to coordinate with government officials, parliamentary staff, and regional bodies such as AIPA
  • Good conceptual and analytical capabilities
  • Excellent oral and written communication skills in English; Indonesia langue(s) preferred
