The Parliamentary Centre of Asia (PCAsia) is an independent, non-partisan institute dedicated to supporting ASEAN parliaments through tailored capacity development, dialogue platforms, and evidence-based research. PCAsia promotes good parliamentary practice and regional cooperation on shared challenges such as climate change, gender equality, and inclusive economic growth. Through partnerships with ASEAN parliaments, AIPA, and development partners, PCAsia strengthens parliamentary performance by connecting parliaments together and with citizens, contributing to responsive and accountable governance across the region.

PROJECT CONTEXT AND BACKGROUND

This assignment falls under the “Parliaments Strengthening Forest Governance through Consensus-Based Approaches” project implemented by PCAsia with the East-West Management Institute (EWMI) under the UK Government’s Forest Governance, Markets and Climate Programme Phase 2 (FGMC2). The project strengthens the ability of the National Assembly of Viet Nam and the DPR of Indonesia to apply inclusive, transparent, and evidence-based forest governance practices.

The project includes several analytical and capacity-development components—such as stakeholder mapping, policy reviews, briefing kits, training modules, and budget oversight tools. These products are required to reflect gender equality and social inclusion considerations as part of their overall quality standards and alignment with PCAsia’s institutional policies. The GESI Expert will contribute in 2026 by reviewing draft products and providing inputs to donor reporting to ensure these aspects are appropriately integrated.

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, the GESI Expert will provide:

  • Technical review of core research products, curriculum, and toolkits
  • Inputs to quarterly and annual donor reporting
  • Practical recommendations to ensure project outputs appropriately incorporate gender and inclusion considerations
  • Light coordination with PCAsia and EWMI teams as needed to clarify or verify content

Work is fully remote (or at PCAsia’s office in Phnom Penh) and carried out intermittently across 2026.

MAIN TASKS AND RESPONSIBILITIES / SCOPE OF WORK

A. Review and Verification of GESI Integration in Research Products

  • Review research outputs—including Stakeholder Mapping & Power Analysis, Legal & Policy Review, and Policy Gap Matrix—to ensure gender and inclusion aspects are adequately considered
  • Provide concise written recommendations

B. Review of Training Curriculum and Toolkits

  • Review parliamentary training content related to forest governance, policy analysis, and budget oversight
  • Confirm that materials incorporate gender and inclusion considerations in a clear and appropriate way

C. Donor Reporting Contributions

  • Provide structured inputs for quarterly and annual donor reports, including:
    • progress on gender-related logframe indicators
    • participation data
    • short examples of inclusive approaches where applicable
  • Review how gender-related indicators and participation data are reflected in project

D. Coordination and Quality Assurance

  • Attend virtual coordination meetings as required
  • Write a brief yearly overview of what was achieved on GESI and what should be improved

DELIVERABLES

  • Short written comments on project research products, training materials, and toolkits when requested
  • Brief inputs for quarterly donor reports (focused on gender-related elements)
  • One short annual summary outlining key gender-related observations and suggestions

TIMELINE

12 working days total in 2026​​​​(January 2026 – December 2026), used flexibly throughout the year according to when draft materials and reporting deadlines occur.

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Advanced degree in gender studies, social sciences, HRBA, public policy, or related field
  • At least 7 years’ experience related to gender equality, inclusion, Indigenous rights, or environmental governance
  • Experience working with parliamentary actors in the ASEAN region is strongly preferred
  • Strong analytical and writing skills
  • Experience contributing to donor reporting and results monitoring
  • Ability to work remotely and meet deadlines
