The Parliamentary Centre of Asia (PCAsia) is an independent, non-partisan institute dedicated to supporting ASEAN parliaments through tailored capacity development, dialogue platforms, and evidence-based research. PCAsia promotes good parliamentary practice and regional cooperation on shared challenges such as climate change, gender equality, and inclusive economic growth. Through partnerships with ASEAN parliaments, AIPA, and development partners, PCAsia strengthens parliamentary performance by connecting parliaments together and with citizens, contributing to responsive and accountable governance across the region.

PROJECT CONTEXT AND BACKGROUND

This assignment contributes to the project “Parliaments Strengthening Forest Governance through Consensus-Based Approaches”, implemented by PCAsia and the East-West Management Institute (EWMI) under the UK Foreign, Commonwealth and Development Office’s Forest Governance, Markets and Climate Programme, Phase 2 (FGMC2). For Viet Nam, the analysis contributes to the development of practical, concise evidence products including the Legal and Policy Review and the Parliamentary Briefing Kits.

The forest sector in Viet Nam includes a wide range of State bodies, oversight mechanisms, and commercial actors relevant to parliamentary scrutiny. This assignment supports the early analytical foundation by identifying actors within those groups with significant influence on forest-governance decisions who are most relevant for parliamentary engagement.

(The civil-society, community and academic stakeholders will the subject of a separate, complimentary consultancy.)

POSITION DESCRIPTION

Under the supervision of the Capacity Development Director, this consultancy will deliver a focused stakeholder and power analysis with stakeholder influence–exposure matrix/table responding to the action-research question: “Which State and commercial stakeholders with significant roles in and exposure to forest-governance decisions are most relevant for parliamentary engagement in each country, and how can they be engaged effectively within a consensus-based, multi-stakeholder approach?”

The scope is specifically focused on government institutions, regulatory agencies, state forest enterprises, and private-sector industry groups that shape forest governance outcomes.

MAIN TASKS AND RESPONSIBILITIES / SCOPE OF WORK

A. Design and Coordination

  • Develop a concise research plan
  • Establish criteria for identifying stakeholders relevant to parliamentary functions
  • Coordinate with PCAsia to ensure consistency with project outcomes

B. Targeted Research and Analysis

  • Review relevant literature, regulations, institutional mandates, and sectoral data
  • Identify key actors influencing Viet Nam’s forest-governance decisions
  • Conduct a structured power analysis (capacities, interests, incentives, authority, influence pathways)
  • Develop a parliament-relevant influence–exposure matrix/table
  • Outline implications for parliamentary engagement

C. Validation

  • Present emerging findings to PCAsia for feedback
  • Revise draft based on feedback received

REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Advanced university degree in a relevant field such as social sciences, public policy, environment, or development studies
  • Minimum 5 years of professional experience in governance, policy research, or stakeholder engagement
  • Familiarity with ASEAN forest governance frameworks (e.g. FLEGT, REDD+, EUDR, or national forestry laws)
  • Strong analytical, writing, and communication skills in English (knowledge of Vietnamese is an asset)
  • Ability to deliver high-quality outputs within tight timelines and coordinate inputs from multiple partners
