PCAsia is seeking an energetic and motivated candidate (individual or legally registered organization) to fill the position of Consultant for technical services for a high profile and dynamic organization.

PARLIAMENTARY CENTRE OF ASIA

The Parliamentary Centre of Asia (PCAsia), established in early 2021 in Phnom Penh, is the successor of the Parliamentary Institute of Cambodia (PIC) founded in 2011, a transition that reflects an expansion of activities with Parliaments across Southeast Asia, and encouraged through an MoU with the ASEAN Inter-parliamentary Assembly (AIPA) and the adoption of resolutions by AIPA’s General Assembly. The mandate of PCAsia is therefore to contribute to the strengthening of Southeast Asian Parliaments through capacity building of their staff, based on the demands or requests of each Parliament. It draws on the expertise of national, regional, and international partners (Parliaments and research centres).

ROLE OF DEPARTMENT

The training of Parliamentary staff is at the core of PCAsia’s mission, and the Capacity Development (CD) department is responsible for carrying out the majority of this work. CD handles curriculum and syllabus design for many training programs, and its staff provides practical training according to their respective expertise for most of the training programs. With the transition to blended learning and learning by distance, CD staff increasingly play a facilitation role, working with external experts to design and deliver content suitable for digital platforms, then working with trainees to complete the related assignments.

Other responsibilities include researching, mentoring and quality control of research products produced by the trained parliamentary researchers, and providing quality control technical advice with regards to newly-trained parliamentary staff members when back working in their institutions of provenance in applying their newly-acquired skills.

PCAsia PROGRAM ON Fiscal Analysis Capacity Training to Assess HEALTH EMERGENCY RESPONSES

The program is to provide parliamentary staffs with the concepts and principles of the national budgeting process and monitoring used to assess national impediment risks, particularly during health emergency responses. Participants will be equipped with skills to produce reference information on program costing analysis to assist parliamentarians in reviewing national finance and appropriations bills and making responsive budget legislation and policies. It is also intended to enhance parliamentary functions in oversight, representation and monitoring leading to increased efficiency in impediments, including corruption assessment, particularly during the time of a health emergency.

The training consists of three main components. The first component focuses on the six-month training on budgets/expenditures related to health emergency responses, followed by component two in which the trainees will be required to draft the National Briefing Notes on budget responses applying case studies and a costing exercise. The last component will be a regional seminar where participants present the results of their analysis to the program stakeholders. A total of 15 specialized staff from AIPA member parliaments will be recruited to join the training program.

POSITION DESCRIPTION

To be able to undertake this task with high quality and relevance, the program needs technical consulting services from an individual/legally registered organization which has the detailed knowledge and experience in implementing fiscal analysis, particularly budget process and modelling under health emergency. The consultant is expected to provide technical support and contribute to the development of the program on Fiscal Analysis Capacity Training to Assess Health Emergency Responses. The consultant will be responsible for delivering technical training on the proposed subjects in the training series of the programme​. The consultant is required to undertake the regional workshop to understand state budgeting and budget implementation in each country and to document lessons learned and validate the model for corruption assessment.

MAIN TASKS AND RESPONSIBILITIES / SCOPE OF WORK

The consultant is expected to contribute to the training program on Fiscal Analysis Capacity Training to Assess Health Emergency Responses (total duration of 45 days). The detail tasks are as follows:

  • Provide input to the design of the curriculum for the budgetary training on the health emergency program, considering the AIPA context.
  • Develop a budget costing model and implementing database format applicable for health emergency response analysis. 
  • Provide practical capacity training, technical coaching/mentoring, and peer-review for trainees to produce a Briefing Note on a country case study. With PCAsia facilitation, organise and undertake a regional workshop on health care and its linkage to impediments with participating parliaments to understand how state budgets are developed and implemented during the Covid-19 situation in each country.
  • Document the result of the findings/analysis from the regional workshop, drawing lessons learned on how PBOs can support parliaments in assessing effectiveness of budgetary measures to combat corruption at national and local levels.
  • Deliver parts of the training modules as well as training on specialized subjects of the training program. Detailed subjects and skills are listed below:
    • Introduction of the program for stakeholders buy-in
    • Training on budget process and program costing analysis (fiscal policy, state budget, calculation modelling, etc) under an emergency situation to respond to health issues.
    • Undertake case studies and practical examples from participating countries applied to the costing exercises using quantitative data analysis.
    • Provide coaching and peer review on briefing notes/country case studies produced by the trainees.

TIMEFRAME

  • The program will begin in the first quarter of 2023 and will end in the fourth quarter of 2023.
  • Service delivery – A combination of face-to-face and remote delivery for both training and coaching with a total of 45 person/days input.

EXPECTED DELIVERABLES/OUTPUTS

  • Input on the curriculum/activity plan and an assessment of the progress of the training program.
  • Provide a course syllabus, teaching schedule, training materials (including slide presentations, practical exercises, suggested reading materials and textbooks), pre- and post-test, and assessment for each training subject to be delivered by the consultant.
  • Produce a report on each training course including progress assessment and recommendations for future improvement.
  • Provide recommendations/assessment feedback with regard to technical coaching and peer-reviewing of research writing and analysis by parliamentary trainees.
  • Oversee the final draft of the briefing notes produced by trainees and their analysis presentation at the regional seminar based on the results of the briefing notes.
  • Produce a costing model for the assessment of key impediments including corruption risks during health emergency response and implementing database format for practical exercises and for future use of PBOs.
  • Provide a final report on achievements, trainee assessments, results of findings, lessons learnt and recommendations on how a PBO can provide support in impediments, including corruption risk assessment.

REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE 

Essential

  • At least a Master’s degree in economics, public finance, public policy, international development, or other related fields.
  • At least 15 years of professional experience in public financial management, fiscal policy or macroeconomic policy analysis, state budget legal framework, budget transparency or public sector policy and legislation.
  • Professional experience in producing program costing, cost and benefit analysis, including budget program emergency response, using a calculation model.
  • Proven experience in formation/establishment and/or implementation of a Parliamentary Budget Office and its support services. Experience in designing and administering training courses, and in providing analysis, consultation, coaching and mentoring on national budgets and PBO related topics.
  • Professional experience in research writing using quantitative data analysis and statistical modelling and programs such as STATA, SPSS or others.
  • Understanding of economic, social issues, and the parliamentary context in AIPA member countries, particularly Cambodia, Lao PDR, Indonesia, the Philippines, and Thailand would be an advantage.
  • Strong spoken and written English.

Desirable

  • Previous experience working in a Ministry of Finance or international organizations in the areas of national budgeting or macroeconomic policy.
  • Academic or professional membership in regional or international PBO networks.

•   Knowledge of the impact of corruption on socioeconomic development is a plus.
