Terms of Reference for the Communication Expert

The Parliamentary Centre of Asia (PCAsia) is seeking a training institute/consultant to deliver training to provide knowledge on basic parliamentary and interpersonal communications, speech drafting and presentation skills.

Parliamentary Centre of Asia

The Parliamentary Centre of Asia (PCAsia), established in early 2021 in Phnom Penh, is the successor of the Parliamentary Institute of Cambodia (PIC) founded in 2011, a transition that reflects an expansion of activities with Parliaments across Southeast Asia, and encouraged through an MoU with the ASEAN Inter-parliamentary Assembly (AIPA) and the adoption of resolutions by AIPA’s General Assembly. The mandate of PCAsia is therefore to contribute to the strengthening of Southeast Asian Parliaments through capacity building of their staff, based on the demands or requests of each Parliament. It draws on the expertise of national, regional, and international partners (Parliaments and research centres).

Description of services

PCAsia is seeking to identify an experienced instructor with expertise in delivering communications training to deliver two training courses on:

  1. Effective communication skills to promote parliamentary work
  2. Public speaking and presentation design skills

The objectives of the training are to equip parliamentary trainees with the knowledge and skills that contributes to strengthening their knowledge in coordination of communications between Parliament and their constituents, event arrangement, drafting speeches, preparing and delivering presentations.

The target participants

Parliamentary staff of the Cambodian Parliament who work in constituent offices, secretariats to parliamentary commissions and secretariats to the Regional Collectivity Department.

Training approach

  • Participatory: Proactive trainee engagement during the sessions
  • Learning by doing: Select existing working activities for practical exercises/assignments

Main responsibilities and tasks

  • Design a survey form to identify the pre-existing knowledge and skills of the target trainees
  • Prepare customized course syllabi for each course.
  • Prepare lesson plan(s)
  • Design practical and contextualized exercises/assignments
  • Design tools to measure concrete output / progress of each
  • Design feedback questions to monitor the outcomes / application of knowledge and skills learned in the training
  • Deliver 3 training courses:
  • 2 times of the training on effective communication to promote parliamentary work
  • 1 training course on public speaking and power-point presentation design skills
  • Prepare checklists as a guideline to ensure the application of knowledge from the training to work
  • Prepare analytical training report including record of all training data from attendance to monitoring during the training

Delivery time frame

  • 2 times of the training on effective communication to promote parliamentary work
  • 25-29 July 2022 for parliamentary staff from the secretariats to commissions and to the secretariats to senator group to regions
  • 29 August – 2 September 2022 for parliamentary staff from the 25 constituent offices
  • 1 training course on public speaking and PowerPoint presentation design skills for the parliamentary staff from the secretariat to commissions and the secretariats to senator group to regions.

Expected Deliverables/Outputs

  • Report on the results of pre-existing knowledge and skill
  • Training syllabus
  • Lesson plan(s)
  • Practical and contextualized lessons and exercises/assignments
  • Monitoring and assessment tools to evaluate the progress of the trainees and whether or not the training objectives were achieved
  • A questionnaire to monitor the application of knowledge and the level of improvement of the trainees to be used after the training is completed
  • A complete record of the training data / output of the training
  • A checklist to help ensure the outcome / application of methods and techniques from the training are implemented by the trainees
  • A training report on the challenges results of the training

Required qualifications, skills and experience


  • Master degree or higher in communications
  • Certificate of instructor/teacher
  • At least 10 years of experience in designing and delivering skill-based training on communication
  • Proven experience in producing communication materials, including communication strategies, communication plans, and analytical, monitoring and evaluation reports of the communication training projects.
  • Strong understanding of parliamentary work
  • Fluent in Khmer
  • Good English proficiency
  • Good interpersonal skills
